Recreation cycling is a relatively safe activity. Some parts of Australia have higher accidents rates that involve pedestrians.
So cycling is a higher risk than boxing and football, I don't think so? Sports with high death rates like those mentioned and... no helmet required.

I was arrested again for failing to use a not-recommended outdoor hat cycling because recreational cycling is more dangerous than the other sports according the the Department of roads and Transport.

The bike helmet is not permitted to be modified and the only sunshade permitted is a front facing eye shade.

The Workplace Law has 7 to 10 centimeters rim all the way around. (See pic)
Experts recommend this for safe outdoor head and face protection, forcing a child to use anything less is clearly unconscionable and therefor unlawful in this Jurisdiction. s326 Qld CC

Outdoor UV protection has not improved even after massive television and print media campaigns. This is unlawful outdoor head gear

So Laws are designed to protect children from irresponsible adults and criminals. Adults include Police and Politicians and Professionals.

When a risk carries foreseeable consequence that are, life threatening, Adults are held accountable, Responsibility to uphold the Law extends to outdoor UV exposure for reasons including jurisdiction being the holder of the worlds highest melanoma rate.

I recently lost a Brother who worked with the Lord of the Rings film crew to this disease, Here in Australia we lose over 2000 every year up from 1200 a little over a decade ago. What caused this increase is unknown but may be related to pollution in the upper atmosphere destroying the UVC protective Ozone layer  in sun screen lotion was effective

Exposing children outdoors without the recommended sun protection would expose the child to foreseeable harm from exposure.
